FLAGSTAFF DISTRICT

Statement
The Flagstaff District is dedicated through team work and the spirit of cooperation to constructing, operating and maintaining a quality, safe, transportation system for all our customers.
Organization
Description
One hundred and sixty-five men and women serving an area of 18,310 square miles, entrusted with the care and safe keeping of 3,133 12' lane miles of interstate, non-interstate and frontage roads.

GLOBE DISTRICT

Mission
Statement
To construct, maintain and manage the state transportation system in the Globe District, to meet or exceed the expectations of our customers.
Organization
Description
The Globe District has 2,200 lane miles of roadway to manage and maintain and an annual administration budget of $380,000, Maintenance budget of $6,570,000 and a construction budget of which averages $2,100,000 dollars.  The administration org has 7 full-time employees for administrative support and permits.  The maintenance program consists of 8 orgs: District-wide Maintenance, Globe, Superior, Roosevelt, Show Low, Indian Pine, St. John's and Springerville.  The construction group consists of 3 orgs: District CEMMS, Globe Construction, and White Mountain construction.  The district encompasses portions of Gila, Apache, Graham, Greenlee, Pinal, Maricopa and Navajo counties.  Our average annual construction program is $20,000,000.

HOLBROOK DISTRICT

Mission
Statement
As employees of the Holbrook District, we are committed to quality in building and maintaining our highways as a model for the transportation industry.  Our work is guided by continuous improvements in Productivity, Communication, Public Relations and Professionalism.
Organization
Description
The Holbrook District has 108 full- time employees, of which 80% work in maintenance, 15% work in construction contract administration, and 5% are administration employees.  The work force within the District is approximately 60% Native American, 20% Hispanic, a small number of Black Americans, and the remaining are Northern European.  The District is geographically one of the largest Districts in the state and is located in the northeast segment of the state.  There are six maintenance sections within the District.  They include Holbrook, Winslow, Kayenta, Keams Canyon, Ganado, and Chambers.  The major communities served by the employees of the Holbrook District include Holbrook, Winslow, Kayenta, Ganado, and Window Rock.  Along with the communities, the Holbrook District interacts with the Hopi Tribe and Navajo Nation as well as the Apache Sitgreaves and Coconino National Forest in Coconino, Navajo, and Apache counties.

KINGMAN DISTRICT

Description
Our Kingman District  has three primary functions: Construction, Maintenance, and Administrative Services.  The structure for the District is a District Engineer, the District Maintenance Engineer is over Maintenance and the Senior Resident Engineer supports the Construction team.

 PHOENIX CONSTRUCTION DISTRICT

We work together as a team to better meet the needs of our customers by providing leadership, support, coordination, direction and timely information to everyone in the construction district.

To provide the Valley construction construction program and individual projects with support and coordination to achieve a safe, efficient and cost effective transportation system for the public.

Organization
Description
The Phoenix Construction District as part of ADOT/ITD is responsible for the construction management and administration of state and federally funded transportation construction projects within the Greater Phoenix area.  The District also participates in all phases of the programming, planning and development processes.

 PHOENIX MAINTENANCE DISTRICT

Statement
Safely operate and maintain a quality Highway Transportation System, utilizing a high degree of professionalism, incorporating new technologies and providing optimum efficiency for our customers through training and teamwork.
Organization
Description

One The Phoenix Maintenance District is responsible for the maintenance and stewardship of the transportation infrastructure and landscape aesthetics found within one of the largest and most traveled metropolitan areas in the United States.  With a current work force of approximately 200 men and women, our organization must deal with a host of complex and physically demanding tasks and supporting functions.

There are presently five major service sections composed and supported by nineteen separate sub-organizations housed in offices and field facilities located throughout the valley.

With the expansion of privatization, a growing component of our responsibility centers on contract administration and project performance monitoring.  An increasing number of jobs and tasks are now being performed with contract, prison and community volunteer labor.   The Phoenix Maintenance District has also entered into an increasing number of joint development and maintenance projects with local community jurisdictions and just recently we have entered into joint maintenance agreements with a number of private development groups.

The Phoenix Maintenance District is an organization which must assume the responsibility for the operation and maintenance of both new and existing transportation infrastructure.  Our personnel must always be aware and sensitive to the expectations and needs of the public customer, and understand that we are the front line of the Department of Transportation.

 SAFFORD DISTRICT

Mission
Statement
The Safford District in cooperation with all agencies commits to provide and support a safe, efficient and quality transportation system.  We will meet or exceed the reasonable expectations of our customers.
Organization
Description
The Safford District operates the State Highway System within the Greenlee, Graham, and Cochise Counties of Southern Arizona.  There are fifteen (15) separate highway routes within this geographic area consisting of some 3,000 lane miles.

In order to operate this system, the Safford District maintains the roadway, administers construction contracts, plans for future development needs, provides the necessary signing, striping and traffic electrical efforts through regional support, and issues and oversees the highway right-of-way permitting process.

To accomplish this charge, the Safford District is comprised of 97 total team members with 65 full-time employees (FTE's) allotted to Maintenance, 27 FTE's allotted to Construction and 5 FTE's allotted to Administration.

 TUCSON DISTRICT

Statement
Our mission is to develop, construct, maintain, and operate a safe transportation system within the Tucson District along with providing resources, training and facilities for the Tucson District and Regional employees to perform their duties in a manner that meets or exceeds the expectations of the traveling public.
Organization
Description
The highest elevation on any Tucson District route is 6,775 Feet on SR 386 at mile post 12.  Lowest elevation on any Tucson District route is 1,145 Feet on SR 238 at mile post 42.  Tucson District has all or a portion of five Indian Reservations included within its boundaries (Gila River, Maricopa Ak Chin, Tohono O’Odham, Pascua Yaqui and San Xavier).

 YUMA DISTRICT

Mission
Statement
To provide a safe transportation system that meets the needs of the traveling public.
Organization
Description
The Yuma District is responsible for the construction, maintenance, operation, and related administration of all interstate and state highway systems within our geographic area, including all of Yuma and parts of La Paz and Maricopa counties. Ranging from the Mexico International Border on the south to the Bill Williams River to the north on State Route 95 and the California Border on the west to milepost 112 to the east on Interstate 10, the District is responsible for approximately 3,000 lane miles of roadway. This includes a major Canada to Mexico route and the Interstate 10 trucking route from Los Angeles to points east.  Although one of the smallest districts by number of employees, Yuma has approximately 33% of the rest areas and 27% of  the rural interstate in the State of Arizona.  The District is currently running a construction program, estimated at $90 million for FY99.   Although the program is always fluid, the District anticipates approximately $70 million in highway construction contracts for each of Fiscal Years 2000 and 2001.
